Railway Board के detailed instructions के अनुसार Pointsmen cadre restructuring का प्रभाव 03 अप्रैल 2026 से होगा।
Higher Pay Level में restructuring के परिणामस्वरूप placed staff को higher level में pay 03.04.2026 से मिलेगा।

Restructuring के कारण additional या higher-grade posts के विरुद्ध promoted staff का pay fixation promotion पर लागू existing rules के अनुसार किया जाएगा।
Railway Board के आदेश में FR 22(I)(a)(1) और Railway Board Letter RBE 79/2017 dated 31.07.2017 का reference दिया गया है।
Railway Pointsmen Cadre Restructuring 2026 में Vacancies भरने के नियम
- 03.04.2026 को existing vacancies, direct recruitment quota को छोड़कर, applicable selection procedure के अनुसार fill की जाएंगी।
- Restructuring के कारण उत्पन्न vacancies तथा chain/resultant vacancies को senior eligible staff को promotion benefit देते हुए 03.04.2026 से fill किया जाना है।
- Normal vacancies में promotion और higher pay employee द्वारा post पर actual joining की date से applicable procedure के अनुसार होगा।
- Level-5 posts के लिए Level-4 में prescribed minimum residency period पूरा करना आवश्यक होगा।
- Prescribed residency requirement पूरी होने तक newly created Level-5 posts को Level-4 में operate किया जाएगा।
- पहले से Level-2 में कार्यरत employees Level-2 में ही काम करते रहेंगे और संबंधित unit में upgradation gradually होगा।
Matching Savings और Financial Neutrality
Railway Board ने restructuring scheme को self-financing और expenditure-neutral proposition बताया है।
3,770 Pay Level-2 Posts Surrendered
Ministry of Finance की approval के अनुसार matching savings के लिए 3,770 Pay Level-2 posts surrender किए गए हैं।
इन surrendered posts को revised cadre strength निर्धारित करते समय factor किया गया है और revised Pointsmen cadre strength कुल 66,388 posts है।
Matching savings के लिए निकली संख्या को next whole number तक round किया जाएगा। Surplus value होने पर उसे future utilization के लिए vacancy bank में transfer किया जाएगा।

Promotion में Reservation का नियम
Promotion में reservation से संबंधित existing instructions, जहां applicable हों, वहां जारी रहेंगे।

Vigilance और D&A Clearance
Promotions को प्रभावी करने के दौरान existing D&A (Disciplinary & Appeal) और Vigilance clearance instructions लागू रहेंगे।

Posts का Pin-pointing कैसे होगा?
Administration को restructuring के कारण बनने वाले additional posts को pin-point करने के लिए आवश्यक कदम उठाने होंगे।
इस दौरान Station/Section की operational और safety requirements को ध्यान में रखा जाएगा।
Rounding-off of Posts का नियम
Revised percentage distribution लागू करते समय प्रत्येक Grade में admissible posts की संख्या निर्धारित करने के लिए केवल whole number को consider किया जाएगा।
यदि calculation के बाद किसी higher grade में 337.5 posts प्राप्त होती हैं, तो 337 posts higher grade में operate होंगी और remaining posts existing/lower grade में continue होंगी।
MACPS पर Railway Pointsmen Cadre Restructuring 2026 का प्रभाव
Restructuring के तहत employee को दी गई प्रत्येक promotion या financial upgradation को MACPS के तहत admissible financial upgradation के against count और offset किया जाएगा।
